Quality for the Future OER Ecosystem

This report introduces quality concepts and approaches related to OER. It provides an overview of definitions of quality for OER and suggests a conceptual mapping as well as an overview of major issues related to quality for OER. It also identifies recommendations for policymakers at European and Member States level on quality assurance and OER with the aim to support the further development and use of OER in Europe.

Ensuring quality in Open Educational Resources demands a multifaceted approach that considers accessibility, relevance, usability, and adaptability. Therefore, and in order to foster research on OER quality assurance and especially the future of OER quality this report presents and analyses five recent quality concepts with respect to their content, context, scope and relevance to the development of quality of OER. By embracing collaborative review processes, standardised approaches, user engagement, and continuous improvement strategies, the five concepts presented and compared show clearly, but in a very different way how the quality of OER can be properly evaluated and ensured. Thus, this report includes a precise comparison of the five concepts regarding their objective, dimensions, target groups, type and method.
